2007 Lexus IS 250 wipers, windshield & visibility problems

Lexus is 250 manual transmission has so much vibration in rear view mirror, makes it nearly impossible to view out of at night. Lexus has attempted to fix this issue from the 2nd month I owned the vehicle and it still vibrates. Apparently lexus had some sort of kit to reduce the vibration for is 250's that had excessive vibration in the mirror, however that did not relieve the vibration at all. All other lexus loaner vehicles I have borrowed do not have this issue.

I have a lexus is 250 2007, the dashboard material is low grade and unsafe, for visibility while driving in day hours. When I was notified by a friend that the lexus organization have made a recall on the all the lexus cars such as mine, I called the dealership in my city houston tx and they did not help me, and they said the recall don't exist.
