2014 Volkswagen Jetta lighting problems

In traffic, the single low tone horn on the jetta is barely audible. The VW dealer service manager says the horn is standard, and acceptable to them and will not replace it. Is a vehicle horn a safety issue? Yes. If the horn does not give out sound which is audible on the roadway, what good is it? Why is a horn required for a vehicle inspection sticker? Why not just install a bicycle jingle horn? There are horns that are loud, after market. The jetta horn is weak and dangerous.

After replacing three right side headlight bulbs in my 20k miles of ownership, last week both headlights went out at the same time while driving down the highway. I heard a strange noise as if a relay was continuously being triggered. I have heard lots of strange relay sounds(chatter) from beneath the dash of this vehicle. I checked fuses; though volkswagen does not provide or publicly publish fuse box diagrams, I was able to confirm continuity on each fuse.
