Reported at 62,837 miles, March 2014 Fire

For many years my car has had a faint smell of gasoline when I get in it and I have never really identified where it was coming from. This morning in my driveway at my apartment I backed up and was greeted by a stench, stopped and checked and gas was pouring out by the lh rear wheel. (see picture) I checked online for a repair guide and instead found this was a recall item on all other years of cobalt. Seems like this should have been recalled across the board?
