Reported at 80,000 miles, October 2016 Crash

Service traction control, engine power reduced. Message came on at highway speed and cut engine power reducing speed to 25MPH nearly causing an accident. Throttle body needs to be replaced apparently a common problem over multiple years why was there no recall or at least a notification there could be a problem instead of letting someone's car shut down on the freeway with no warning?
