2000 Chevrolet Van brakes problems

I own a 2000 chevrolet astro van which I have not been able to drive for over a year because of malfunctioning antilock brakes. I brought it to be repaired last year and paid over $800 for one set of brakes, the other set still needs to be fixed. The antilock brakes prevent the vehicle from stopping when traveling at slow speeds. This is a definite safety problem. There has been a service bulletin for this problem on this vehicle since 2002.

While driving at about 35 MPH my vehicle lost all power relating to the brakes and steering. (the radio and lights were still operating.) the only thing I could do was coast to a stop. This caused me to run a red light, but fortunately the only car going through the intersection had just cleared it before I entered the intersection.
