1991 Dodge Dynasty electrical system problems

Driving the vehicle and saw smoke and flames coming out of the driver's side door panel. Poured water inside door panel, and put flames out. It was stated that it was an electrical fire.

For the third time within a 3 year period my car will start and run for about 2 seconds and turn off, I had it towed and the mechanics would replaced the main computer, or say they did, and charge me a great deal of money. I searched recently on the internet to see if others have had the same problem, and I found that it is a defective part problem found at this site---[link removed] I should not have to pay for a defective part which is tied in to an anti theft feature.
