2002 Subaru Impreza wipers, windshield & visibility problems

I was driving up the snow sierra nevadas and my windshield washer doesn't work. No visibility. I had it fix before but sometimes it doesn't work. I crash into the side of the road and hit the snow an chain link fence. I have a bumper damage but it is not big.

My car is a total lemon. I pre-ordered the 2002 wrx in 2001 and was very anxious to receive it. As soon as I got the car the check engine light was on. The dealer diagnosed the problem as a cam position sensor wich they replaced 3 times. They told me I revved the car too high to throw the code. The code was thrown at 6200 RPM and the engine redlines at 7000. The dealership refused to work on this problem after the 3rd time. At 45000 miles my car began to miss and not run correctly.
