1999 Honda Accord lighting problems

I have been rear ended at stop lights five times in this vehicle. I have been at a complete stop for each one of these. In searching for a reason for this I have realized that the 1999 honda accords have dim brake lights. I would like to know how to proceed with the manufacturer. This has caused multiple injuries and heartaches. I have not been at fault in any of these, and have never had an accident before owning this car.

Tl*- the contact owns a 1999 honda accord. The right headlight was brighter than the left headlight. The contact stated that the plastic covering over the headlight was shaded with a yellow film over it, which caused the left headlight to appear dim. The vehicle had not been taken to the dealer. The current and failure mileage were 80,000.
