2009 Honda CR-V air bags problems

While driving on the highway,rt 24, 7.3 mile marker(?),some one cut us off and my wife was in the center lane and turned to the right. We got hit my another car in the rear or side.we ended up on the side of highway with the driver side on the ground. The passenger curtain air bags inflated along with other passenger side air bags.the only air bag to inflate on drivers side that was on the ground was the one in the steering column. We had to climb out of the passenger door,which was on the top now.

Takata recall took vehicle to dealership on 5-23-17 for takata airbag recall. Recently we received another airbag recall letter. Called dealer thinking that we already had taken care of this matter. Were informed that on 5-23-17 only the drivers airbag was replaced and now passenger bag needed to be replaced. Why were both not done on 5-23-17? Why have we been driving a car with an unsafe passenger air bag for 2 additional years and a total of 15,157 miles.
